First, you need to learn how to identify a merged cell to unmerge it. As you can see, there are distinct lines between each row for column A, however, there are no lines in between rows 1 to 4 for column B.

To unmerge rows 1 to 4 for column B, you simply select the merged cell, then select ‘Home’, and select ‘Unmerge Cells’.
